General Questions about Chip Card

 

What is Chip Card? What's the difference between Chip Card and Magnetic Stripe Card?

Chip card is an ATM card with an embedded microchip. Generally speaking, upon ATM enhancement in Macau, ATM transactions performed in Macau will use the chip technology while the magnetic stripe kept on card back will be used at overseas ATMs which do not support chip technology. Chip can store more account information than magnetic stripe and provide better protection for customer’s transaction.


 

Why does CCB Macau Branch issue Chip Card?

According to AMCM’s guideline, all banks in Macau must migrate their magnetic stripe ATM card to chip ATM card which can better protect customer’s card data. It also prevents customer’s card from being replicated as counterfeit card, which minimize loss for customers.

 

Why AMCM issue a new guideline for banks to issue Chip Card?

Considering the technology of Magnetic Stripe Card has been using for many years, its outdated technology and low security protection leads to counterfeit cards appearing in many countries, for better protection of customers, Chip Card is suggested.

 

What is the arrangement under the Chip Card migration exercise?

New Application

 

How can I apply for a Debit Card with CCB Macau Branch?

If you are our existing customer, you can fill in a physical form at any of our subbranches to apply for a Debit Card.

You will receive a new Debit Card when your existing magnetic stripe ATM card is expired or has to be replaced.

The magnetic stripe ATM card will be replaced by New Debit Card with new PIN for customers by the end of June 2014, all account(s) linked will be the same as your existing card(s). Customers have to acknowledge the Chip Card by signing and returning the acknowledgement slip, acknowledge via Customer Service Hotline (853)0800 555 in order to activate and use the new Debit Card immediately.

 

How many Debit Card I can apply for?

As Debit Card can contain up to 10 accounts, except there is special reason, customer is advised to get 1 card only.

Account Linkage

 

I only have a joint-account with my husband with CCB Macau Branch, could I apply for a Debit Card?

If your account is an either-one-to-sign account, you can apply a Debit Card for yourself.

 

I only have a Multi-Currency Savings Account, could I apply for a Debit Card?

Sorry, to apply for a Debit Card, customer needs to have a MOP / HKD / RMB savings account or MOP / HKD checking account. And Multi-Currency Saving Account can ONLY be accessed by chip-enabled CCB Macau Branch and JETCO ATMs in Macau or chip-enabled CCB (Asia) and JETCO ATMs in Hong Kong while EPS / PPS service are not supported.

 

When I apply for a Debit Card, I was asked to select an account as the primary account of the card. What is primary account?

Primary account also calls “main account” of the Card and links to both magnetic stripe and chip. Usually it must be MOP / HKD / RMB savings account or MOP / HKD checking account. Below are the characteristics of primary account:


i.   For debiting the card annual fee and related service fee
ii.   Closure of the primary account will lead to closure of the card
iii.   Change of the primary account will lead to re-issuance of the card

Time Deposit & Loans Account

 

Though I do not have Time Deposit or Loan account now, I may open these accounts later. Could I pre-link these accounts to my Debit Card now?

Yes, you can do so when you apply for the card. After you create your time deposit(s) and/or loan account(s), the account balance(s) can be enquired at CCB Macau Branch chip enabled ATM.

 

What Time Deposit or Loan account information I can enquire at CCB Macau Branch ATMs?

For Time Deposit, you can enquire the following information related to your time deposit (i) start date (ii) interest rate (iii) maturity date (iv) interest amount & (v) principal balance.

For Loans Account, you can enquire the (i) outstanding loan principal (ii) next payment due date (iii) number of remaining installments (iv) monthly installment amount.

 

I have 5 Time Deposits and 3 Loan Accounts with CCB Macau Branch, could I enquire all the account information at CCB Macau Branch ATMs?

Yes, upon your linkage of Time Deposit(s) and Loan Account(s) with the card, you can review up to 7 Time Deposit and 7 Loan account details at CCB Macau Branch ATMs.

 

I can enquire Time Deposit and Loan Account at CCB Macau Branch Online Banking and the balance is up to last business day. Is the balance enquired at ATM up to last business day as well?

Chip Card Usage in Macau

 

I cannot use my old ATM Cards via UnionPay POS terminals for shopping in Macau, does new chip card have this restriction as well?

You can use the new chip card at any UnionPay POS terminals in Macau. Simply ask the merchant to use the UnionPay network before payment.

 

What account in the card will be debited if I perform POS transaction (spending) in Macau?

Customer must have MOP / HKD / RMB savings account or MOP / HKD checking account* in order to perform POS transaction (spending) in Macau. If customer has MOP, HKD and RMB account, your MOP account will be debited. If customer has more than one MOP accounts in the card, your first MOP account on the track /chip will be debited.

*POS transactions are not applicable to MOP, HKD and RMB Multi-Currency Saving Accounts linked on the card.

Chip Card Usage in China

 

Can I use the chip card in Mainland China?

Yes, you can use the chip card in ATMs of China Construction Bank or any ATMs with UnionPay network.

 

I have linked both MOP and RMB accounts on my chip card. Which account will be debited if I perform cash withdrawal in Mainland China?

When you withdraw cash via ATMs in Mainland China, your RMB account will be accessed. As there is NO auto-transfer function between RMB and MOP accounts, please ensure there are sufficient funds in the RMB account.

 

If I withdraw RMB from my MOP account, what will be the exchange rate?

If you do not have a RMB account linked on the card, your MOP primary account will be accessed for exchange to RMB. For exchange from MOP to RMB, the daily limit is RMB20, 000 per person. UnionPay will exchange the RMB from MOP according to exchange rate of the transaction date and will debit your MOP account.

Chip Card Usage at Overseas

 

 

Why PLUS is not supported by Debit Card/ATM Remittance Card (new chip card)?

Considering the comprehensive network of UnionPay, more promotional offers and lower transaction fee to customer, UnionPay is chosen for our customers’ benefit.

 

PLUS ATM network will not be supported by the new Chip Card, can I still withdraw cash overseas?

Yes, you can still withdraw cash via UnionPay and its partner networks overseas. For details, please visit UnionPay website.

 

Can I use the Bank of America ATMs in the United States?

Yes. UnionPay has signed agreements with PLUSE and NYCE, so you can withdraw cash from the ATMs of Bank of America. When using Bank of America ATMs in the United States, ATM Cash withdrawal and Balance Enquiry Fee will not be charged by CCB Macau Branch.

You can also withdraw cash from the ATMs of other U.S. banks via the network above. Such information will be updated from time to time, please visit UnionPay website > Globalization > Destinations > USA > Tips.

 

What account in the card will be debited if I withdraw cash at overseas ATM or perform POS transaction (spending) overseas?

Customer must have MOP/HKD/RMB checking/saving account* in order to withdraw cash/ perform POS transaction (spending) in overseas. If customer has MOP, HKD and RMB account, your MOP account will be debited. If customer has more than one MOP accounts in the card, your first MOP account on the track/chip will be debited.

*Overseas transactions are not applicable to MOP, HKD and RMB Multi-Currency Saving Accounts linked on the card.

Local POS, Overseas POS and ATM Transaction Activation

 

Why customer needs to activate Debit Card in order to perform POS transaction at local and overseas/ ATM transaction in overseas?

In order to enhance security against ATM frauds, it is a regulatory requirement that banks in Macau that offer ATM services should adopt chip-based ATM technology which include replacement of ATM magnetic strip card with chip-based ATM card and upgrading of ATM terminals to support chip-based ATM cards.

As most of the POS terminals and overseas ATMs have not supported microchip technology yet, CCB Macau Branch will comply with the following AMCM guideline to ensure you can use your debit card oversea with the peace of mind:

Starting from July 1, 2014 All banks’ cardholders in Macau should activate the “Overseas ATM Cash Withdrawals” or “Overseas POS Transactions” function. To activate, you can lower the daily limit and set the effective date for the functions. Also, your “Local POS Transaction function has been pre-set as activated. You can change the limit or deactivate this function if necessary.

 

Do I need to activate the local POS transaction upon receipt of my chip Debit Card?

For customer convenience, local POS transaction function has been activated for all newly issued chip cards. Customer can change the daily limit or deactivate the function by channels provided by the Bank.

 

What happen if I do not activate the“Overseas ATM/POS Transaction Function”?

If customer does not activate the“Overseas ATM/POS Transaction Function”, no overseas ATM withdrawal and POS transaction will be allowed.

 

What kinds of transactions are regarded as “Overseas ATM Transaction”?

Overseas ATM Transaction refers to the ATM cash withdrawals performed outside Macau.

 

What kinds of transactions are regarded as “Overseas POS Transaction”?

Overseas POS Transaction refers to the transactions made through UnionPay POS terminal outside Macau.

 

What kinds of transactions are regarded as“Overseas POS Transaction”?

Overseas POS Transaction refers to the transactions made through UnionPay POS terminal outside Macau.

 

What types of ATM card are required to activate the “Overseas ATM Transaction Function” before withdrawing cash outside Macau?

All ATM cards issued by banks in Macau are required to activate the “Overseas ATM Transaction Function” for cash withdrawal outside Macau from July 1, 2014.
The Overseas ATM Transaction Function applies to the following cards issued by our Bank:

  • Debit Card (including Debit Card and Premier Banking Debit Card)
  • ATM Remittance Card

 

Are there any other settings other than overseas ATM/POS Transaction activation?

Customer can set a lower daily overseas withdrawal and POS Transaction limit and the period of overseas transaction.

 

Is it compulsory for me to set a lower daily overseas withdrawal limit when activating the “Overseas ATM Transaction Function”?

Our bank has set the maximum daily withdrawal/transaction limit for different card types. Customer can choose to lower the daily overseas withdrawal/transaction limit if preferred. Please visit our website (https://mo.ccb.com) for your maximum daily limit.

 

Do daily overseas ATM/POS transaction and daily local ATM/POS transaction share the same limit?

Yes, the daily maximum withdrawal limit is shared by both overseas and local ATM cash withdrawal. For example, your daily maximum cash withdrawal limit is MOP20,000, and you have set the daily overseas ATM cash withdrawal limit as MOP8,000. If you withdrew MOP15,000 from ATM in Macau, you can only withdraw MOP5,000 or equivalent from overseas ATM on the same day. The same applies on daily limit for POS transaction.

 

Is it mandatory to set an activation period during activation?

Yes.

 

What is the longest activation period I can set for my card?

You can set the activation end date as the card expiry date.

 

What channels will be available for my setup of overseas ATM/ POS transaction?

ATM Remittance Cardholder is authorized for cash withdrawal and balance enquiry only. Account holder is required to acknowledge the card and activate the “Overseas ATM/POS Transaction”.

Service hours for Customer Service Hotline:8:30am - 11:00pm from Monday to Sunday (Except Bank Holidays).

Service at Online Banking will be launched from July 1, 2014.

After I activate the “Local POS Transaction” and “Overseas ATM/POS Transaction Function” , when will it become effective?

The activation will become effective immediately after activating via Customer Service Hotline, Online Banking and Jetco ATMs. For activation by submitting acknowledgement slip and maintenance form via branch, it will take around 3 working days for our processing.

 

Can I change the limit and activation period which I set before?

Yes, customer can change the limit and activation period via the channels mentioned above any time.

 

After activate/change the setting of “Local POS Transaction” and “Overseas ATM/POS Transaction Function” , will I receive any notification?

A SMS will be sent to customer immediately if customer has maintained a mobile phone number with our bank. If customer only maintains an email address with us, email notification will be sent immediately.

 

If I use my card to withdraw cash at ATMs of other banks in Macau via international network i.e. UnionPay, do I need to activate Overseas ATM Transaction function?

No, so long as the withdrawal is taken place in Macau, NO overseas ATM activation is required no matter it’s a magnetic stripe card or chip card. But transaction fee will be charged to this kind of international transaction so it is not recommended.

 

I have applied a new Debit Card from CCB Macau Branch, do I need to perform “Overseas ATM Transaction Activation”?

Yes, “Overseas ATM Transaction Activation” is required for ALL Debit cards issued by CCB Macau Branch.

 

I have lost my ATM Card and received a new replacement Card, do I need to activate the “Overseas ATM Transaction Function” for the new card?

Yes. Since the card number of new card is different from that of old card, customer is required to activate the “Overseas ATM Transaction Function” again.

 

My chip card was damaged and cannot withdraw cash, I have just received a new chip card, do I need to perform overseas ATM transaction activation for the new replace card again?

If the card number and card expiry date of the new card and old card are the same, customer is NOT required to perform overseas ATM Transaction activation again.

Migration to Chip Card

 

My existing card is going to expire, can I still use my magnetic stripe card before I receive new chip card?

Yes, you can still use your magnetic stripe card. But all magnetic stripe cards will be invalided from 6:00p.m. June 30, 2014

 

My existing card has EPS, PPS payment functions, does chip card support these functions?

Yes. When you are using these services, merchants will process the magnetic stripe via POS terminals or register the service as usual. However, the card number will be changed, so you are required to update the PPS payment service again.

 

Can I use my existing password after my old card is converted to a chip card?

Since new chip card will have a new card number, a new password will be generated to customer for the new card.

 

Will my existing magnetic stripe ATM card still be valid after the issue of new chip card?

Existing magnetic stripe ATM card of customer will be invalid 2 days after the acknowledgement of new chip card or after the expiry date (whichever is earlier). Customer should cut and destroy your old magnetic stripe card into halves and safely dispose it once your new card is used.

Note: According to guideline of AMCM, All magnetic stripe ATM cards will be invalid after 6:00 p.m. June 30, 2014.

 

Any information I can refer when I replace my magnetic stripe card with chip card?

Whenever you give an instruction at subbranch to replace your magnetic stripe card, our branch associate will provide you a leaflet which highlights the new features/changes of chip card. And you can also receive the leaflet enclosed with the new card.
